No and no
Actually I believe it to be more of yes and no
from the FAQ on tractor beam
"This is not an action or a maneuver, and can cause the ship to overlap obstacles (but not other ships). The ship suffers the effect of any obstacle it overlaps."
Stands to reason that since it's not an action push them off the board all you want.

This is wrong. It not being an action just means that you can't use abilities that trigger off the action (like PtL or Intensity), and that you can still do it if the ship is stressed. But it's still a boost/barrel roll, and has to follow the rules for those (with the specific exception of overlapping obstacles).

Fair and better worded. But stupid (as in the ruling not you pointing it out). If I can fly them on a rock I should be able to fly them off the board.

Yeah, I think you should be able to as well. Oh well.
You can certainly show them the way to the door, however.
Use an ion cannon to paralyze them and tractor beam to push them closer to the edge. You get a very fond memory if you manage to pull that off and push a healthy Miranda off the board that way
(I will treasure this forever!)

Flying them onto a rock is only the possibility of damage, off the board is total destruction so NO you should not be able to fly them off the board with a few points of upgrade. Tractor Beam is one of the vilest upgrades in the game.

You'd hate playing me then. I quite enjoy taking out ships using Quadjumpers without ever actually firing at them.

Its actually a No and No as DeathstarII said but they buried the clarification deep in the FAQ
X Wing FAQ, Page 21 Actions and Game effects first question:
Q: Can a ship decloak or perform a boost or barrel roll that
would cause it to go outside the play area (and thus flee
the battlefield)?
A: No. A ship cannot decloak or perform a boost or barrel roll if this would
cause its base to go outside the play area.
This includes a boost or barrel
roll caused from receiving a tractor beam token.

I dunno, it really isn't difficult to avoid. You have to be really close to the board edge already for a tractor beam to take you off. Mostly it would work (and did work, before FFG ruled you couldn't) if your opponent forgot you had it.

And given the supreme levels of salt such a situation would cause, FFG wisely opted to avoid it.
so does this mean that the 1-forward caused by an Ion Cannon also cannot push an opponent off the board? We ran into this situation the other night in a game. We ruled "no" since it's pretty much the dirtiest trick you could pull
The 1-straight ionization maneuver absolutely can push you off the board.
As for how dirty it is, if you know your opponent has Ion weapons, stay away from the edge!

I think you meant to say it's the most awesome trick you could pull.

Rule of thumb: manoeuvres are the only thing that can take you off the board. The ion 1-straight IS a a manoeuvre, per the reference card, therefore it can cause you to fly off, even though you don't set the dial for it.
It's harder to pull off than it would be with tractor beams (because you can only move a ship forward), but it can still be deadly if you have a low agility ship against an ion cannon. Just escort it right off the board.
man that's wicked. I don't know how I'd feel about my self if I did that to someone. I guess there's only one way to find out...
