I'm not sure how old this is, but I just noticed that they split the expansions up by faction now on the product page. They have Daqan Expansions, Latari Expansions, and Waiqar Expansions. I really like this move. It's much easier to browse the expansions.
Incidentally, I think this goes toward eliminating the "wave release" pattern for this game's expansions.
Hopefully in anticipation of Uthuk announcement...today?

C'mon be patient guys!
There's only 5 references for sale (only 1 in my country till a few days), an announced faction not yet released and Uthuk Y'llan can wait a bit longer.

When you know you can only afford one faction, but you are in love with this game, there is little solace in whatever other products are announced/previewed. As I've said before on these forums, the Uthuk have been my faction since 2012 and I'm not about to choose some other faction just because it's the only one available at the moment. So I totally disagree with you -- the Uthuk Y'llan do not need wait any longer.

Along the same vein; I am very interested in this game, but I am only willing to invest in a single faction. I will not be buying into this game until details have been released on all 4 known/expected factions.
The longer they take to release details, the longer I wait to buy into the game (and others like me), the longer it takes to grow the community, the longer it takes for the game to be profitable.

I played warhammer, warhammer 40k and infinity, and runewars is by far the quickest at releasing products. I don't think they can go any quicker.
And before Uthuk are released maybe they want latari to be fully playable at 200 point games

Yes, they are going quickly, probably as quickly as they can. That doesn't mean we can't be excited for the new stuff still on the way.
It may be that FFG wants to have the Latari completely released before the Uthuk Y'llan starter, but we don't know that for sure. And even if we did, that still doesn't change the position of people who are eagerly awaiting that faction. Whether the Uthuk are released in October or next January, I'm still going to be excited for them and hoping for news about them.
Basically I think when the Latari box was previewed most people thought the Uthuk would be announced soon after.
Then FFG began running more previews of Latari expansions - leading us to believe that maybe they were just giving the Latari time to shine and breathe - the Uthuk will come soon...
Then they began doing more in depth articles on previously announced stuff - which makes it less and less likely that Uthuk are also Q3 release.
So that's the shame really. I think everyone assumed that Latari/Uthuk would be releasing at the same time. Now that looks to not be the case.

My intuition says that after all latari units are announced, the Uthuk will be first announced.
And possibly by the time that later latari releases are launched, Uthuk will start to be playable.
It you regard latari, they'll be on sale as far as core armies have a certain variety of products, so I'd bet august or september as a reasonable announcement date and to be launched by the 4th quarter of 2017. So my prediction is not too positive to those who want them immediately.
If it means any relief, players of infinity have been waiting for many sectorial armies during half a decade.
