Expertise was made for Porkins. You are never Stressed, so you always have it in effect. You can K-Turn, Target Lock, and get Expertise for fully modded shots behind your target. You can barrel roll or use R5-D8 to repair and still have mods on your shot. You can take IA instead of VT if you want to shave points, but I enjoy the maneuverability of VT since the PS Wars have cooled a bit (you still see some issues).

Even so, Dutch should have a EPT as well as Garven... They were after all leaders of their squadrons... Maybe we'll get a General Merrick Blue Squadron X-Wing in the future with an EPT to make up for it... oh wait... Rogue One product window has pretty much closed...yup... Not bitter at all

Yeah, that was one of those wave 1 oopses resulting from lack of experience like the over pricing of all the action droids and basically everything about the TIE Adv pre title barring Vader's ability.

Keep in mind that G.Lucas had to talk Will Hootkins into the role after he gave him the name. Most of the Porkins Back Story was one that G. Lucas made on the spot to make Jek sound like a very competent pilot. However the whole kill him off without getting hit by a laser blast sort of killed that backstory.
So the Pilot skill was not really a mistake, as Jek was really supposed to be a good and experienced pilot, but yeah his point cost and ability to randomly blow up while "holding it" gives him as much of a roll in X-wing as he had in the movie.

Beyond that he is also the cheapest T-65 X-wing with a native Elite slot, allowing you to take an Elite and a Droid (Tied with Red Vet for cheapest Rebel with Elite+Droid). This is mostly just relevant when you're looking to build an all X-wing/classic ships list:
