For convenience: Autothrusters and Concord Dawn Protector.
For lore and a pretty card: Black One and BB-8.
If we're allowed to include pilots?
- Omicron Group Pilot and Palpatine
- Soontir Fel, Push the Limit, and Autothrusters
...if not:
- TIE/x1 and Advanced Targeting Computer
R2 astromech / Astromech integrated : For generic X-Wing
Tie x1 / Advanced Targeting Computer : For people who don't have the Raider
Advanced Cloaking Device and Veteran Instincts. Is there a more inseparable pair of upgrades?
Excluding business factors: Autothrusters and PtL. This combination of cards is used by all three factions.
Including business factors: I'd take one card that is mostly used on ship A and another card that is mostly/only used on ship B. That way I can use a double card to ship a useful upgrade and still force the players to buy the expansion. An example would be R2-D2 and Integrated Astromech.
Whisper with ACD and VI would be cool.

As soon as I saw the combined upgrade card I thought of this. Quite why FFG didn't also do an Imperial combined card for the TIE Advanced - Darth Vader's ship - to celebrate the 40th anniversary is incredible.
x1 and ATC is the really obvious one. I'm really disappointed it wasn't included, and it's the only fix that basically comes with a second card that is very often used with it, whereas R2D2 isn't actually used with IA all that often.
Plus it's the only other really iconic combination that fits. You could maybe argue RGP and Autothrusters as well, but nobody's really touching Squints at the moment.
TIE SHuttle/Fleet/Systems would also be cool.

R2-D2 + Proton Torpedoes
Thematic: Smuggling Compartment + Chewbacca crew
Gameplay: Sabine crew + Extra Munitions
A-Wing Test Pilot + Push the Limit?
I cant help but wonder of the choice of r2-d2 is due to the fact that the original core set has been slated for reprint since feb. makes me think a new revamped core set may be in the works.
Anyway, homing missels and guidance chips could be cool.

I take it back. This is the most inseparable pair of upgrades.
I'm pretty okay with them starting with R2/IA for this concept. It's thematic, and I'm sure we'll get more of these kinds of cards eventually.
