I like that it's named after a Doji Courtier Technique. I also like how it represents the way gift-giving in Rokugan works. Very tempting for everyone, for just 1 influence...

We do. The Stronghold has a certain amount of influence (so far, 10). The symbol for influence is a scroll/bamboo stalk (I've seen it described as both). You can have a number of influence-worth of cards in your conflict deck based on the Stronghold. You can only have cards from ONE other clan in your deck.
Interesting card. One would assume that this kind of filtering effects are more valuable to Clans that would bet low, as they have to compensate card quantity with quality, probably making it a good card for Crane.
It must be noted that it does create card disadvantage, although, in a game were you decide how much you draw each turn, maybe that concept doesn't work the way I am used to.
I suppose it would be a way to "take a peek" at your opponent's deck to get an idea of what he is running. I do wonder about the card disadvantage and basically using a drawn card to draw a card. Arguably you are able to pick the best of four cards in your deck, but you are giving your opponent a card as well.

This card is a re-skin of a Game of Thrones card. In AGoT 1.0, it was called Much and More.
In 1.0 it was really good because there was a plot called Rule by Decree that stated: When revealed, the player with the most cards in hand chooses and discards cards from his hand until he has 4 cards in hand.
So the trick with the card was, play this card on a turn where you and your opponent have an even number of cards (often times, turn 1). After you play it, you have 7 cards in hand and they have 8 (you discarded a card to gain a card, they gained a card without discarding). Then you reveal this plot and they lose 4 cards.
In other words, it was played but not because of the benefit you gained, but rather in order to leverage the card disadvantage it generated for you.
In 2.0 , it was re-printed and was called like…Gift of Arbor Red or something, its new name is tough to remember because no one plays it.
The plot Rule by Decree was not in 2.0, so you couldn’t leverage the card disadvantage this card creates as easily.
It became too janky, was card disadvantage and offered only a modest advantage in most circumstances, so it was dropped after testing.
I expect the same from this card. It may see play early on due to limited card pool, but better cards will come out and this will probably be the first card to go.
Unless there are similar effects that leverage having card disadvantage. Which there may be (especially in dishonor decks).

No. As far as we know the only cards in the dynasty deck are characters and holdings.

Events are conflict cards now (strategy cards), so it will go in the conflict (draw/fate) deck.
