ยท After thinking about this, I came up with the following though (split in 3 points):

1. Firepower
Massive Vehicle are slow but also offer heavy firepower (3 dice). This lead me to think that a heavier attack or dual attack is mandatory
Like the IG / BT1, a solution could be an "auto-focus" before they attack. A default +2hit or +3 could also be scary!
But my favorite solution might be to give them the same ability than Luke (Called Heroic: Once during your activation, you may perform an attack without spending an action) or assault.
Having 2 attack is a way to make them hard hitter without dealing 10 damages on the single attack. So, the natural defense bonus cloud still be use (you can still dodge one of them ...)

2. Speed
Both Fix (Vader and IG) also grant movement point and this will be surely a thing we should see.

3. Cost
The last thing that could be change is the cost. A 2 or 3 point discount is nice, but keeping them high also reduce the number of them in the army.

Fixing error

I believe that the only thing I would consider fixing is firepower.

the tank already has multiple attacks, but its health is pitiful (cardboard tank) each vehicle has different problems. ATST -cost/ tank health and cost

really having more than 2 actions in a turn may help it more than anything. or free attack like jedi luke. I find the cost means that you would really only ever take one because they eat so much of your list. They've got to last more than 2 attacks though, which most of them nowdays can't do.

I like the design of General "Miami" Weiss so much, as this mobile command unit that also is a walking death machine. But, when we compare costs, especially now that we're moving to a world where Vader costs 13pts and is viable, why wouldn't I just take Vader instead?

To the OP's original breakdown of Firepower, Speed, and Cost, the IG and Vader fixes covered all 3 in one card.

For IG, it gave him that third die he desperately needed, as well as giving him that Speed boost by way of the extra movement points so he could actually get an Assault off in a game. By doing this, as well as the other alterations to the card, it drove his value up to being worth the 12pts, so no cost reduction per se was needed.

Vader was sort of the opposite where his firepower was never in doubt, it was just his movement options were pretty restrictive and he just cost too much. So they reduced his cost, but also tempered his firepower by taking out Brutality, but allowing you to do an end of round reposition and then either Force Choke or do a slightly less powerful attack.

I can see a simple neutral skirmish upgrade coming out that addresses the general lack of oomph with the vehicles, but it would be harder to write as it would have to account for the AT-ST, Miami Weiss, the Repulsor Tank, and the new walker, but not make the Jet Troopers go over the curve. I also don't see them making individual upgrades to fix the existing vehicles as it would create too many "fix" cards to keep track off. At least the vehicles (not counting the Jet Troopers) are all currently Massive and Imperial, so maybe those are the keywords they work off of.

Make the upgrade card Imperial, then restrict it to Massive and Vehicle traits, go from there. There are some OK vehicle command cards, but nothing that really feels like a killer play.

I think the vehicle fix (if it happens, and I hope it will) might be large vehicles (because the e-web could also use a slight boost)

Flavour wise, I hope something like overwatch: if a unit moves in a space to which you have LOS, you may interrupt to perform an attack (limit once per round)

This gives the vehicles a conditional second attack, but also gives them more flavour, as I feel that anything should think twice before moving into the crosshairs of such vehicles.

While the E-Web Engineer is certainly Large, it is in fact a Trooper and a Heavy Weapon, not a vehicle.

Nice idea. To make it simpler, it could be just reprint of Jyn Odan ability (shot at the start of enemy activation, once pre round). It will be slightly less thematic, but easier to remember
