Miniature games always include impassable terrain...its just a standard thing and yeah it can be really unforgiving especially in a template base system like this however, in the games I have played it has added a lot of dynamic maneuvering that I haven't really seen in my previous rank and file games. And in the end, it's a core mechanic in the game and it is what it is. Ask yourself "Am I still having fun playing this game even though I can't march through a giant rock?" and "Can I just plan to get around this rock since I know that I cannot phase through it?"

Ghost or scout units could one day have the ability to pass threw terrain. They'd be cool units that could shut down archers hiding behind a rock

I'd bet a non vital organ they'll have a skill entry that makes them immune to collision for the round.

Just one small point for those doubing rock sizes, disruptiveness, etc. In almost every 28mm miniatures game I've seen terrain is extremely compressed. Take a look at almost any wargame building, they're usually the size of one room. Big hills are represented by small mounds, big castles are compressed into small forts, lakes become puddles etc. It's just par for the course with wargaming.
It shouldn't take anyone by suprise that a big impassable rock is represented by a small'ish cardboard cutout. I've modeled 3d versions that are clearly impassable, but that's just me.
As for how the rules handle it, it's debateable, but it seems to me that the rules writers have wisely made terrain a true obstacle and hindrance to those who don't maneuver appropriately while at the same time keeping things abstract enough that the game doesn't become bogged down in fun-killing layers of detail.
