Simple question, do the range upgrades for Farsight affect the Mastery power at the planetary scale?

I've not seen an official ruling, but I've always said "yes." Yoda was able to watch Luke with Farsight from a quarter of the way across the Galaxy, it makes sense that PCs should be able to check in on people from the other side of the planet of they've invested the XP and are strong enough to get enough Force points.

As an aside, if someone had FR 5, I'd let them spurns a Destiny Point to do the Yoda thing, with ranges being System > Sector > Region > Quadrant > Galaxy. Only seems fair of you're that powerful.
