There's your problem.
You've got a real Christmas Tree of protected ISD, when really, what you should have, is a 120pt Disposable beatstick of an ISD-1 Devestator, that is going to pay up.

I don't like the timing. Weird but for sure invulnerable against MS-1. Give it some love man!
What about "com noise": enemy squadrons at short range of you cannot be activated by squadron commands.
Or
Squadrons at medium range loose relay.

Well the way I really wanted it to work is a toggle on/off at the beginning of the ship phase, but there really isn't a toggle system other than the exhaust system, so exhaust for on, refreshed for off.
also, yeah some cool ideas there, I dig the relay hacker... that's baller
Routine Tasks Slot
Take out the trash: before the determine course step you may discard this card. If you do each enemy squadron at distance 1 suffer one damage and you may temporary increase your speed by 1
I have a good mood today. Not sure why.
If you want to go down the road of negative point titles...
Frigate Refit, -4 points, title, small ship only. Reduce your hull value by 1.
Destroyer Refit, -2 points, title, small ship only. Reduce your hull value by 2, and increase your front arc dice by 1 blue die.
Cruiser Refit, -6 points, title, medium ship only. Reduce your hull by 2 and reduce your max speed by 1 to a minimum of 1.
Battle cruiser Refit, -5 points, title, medium ship only. Reduce your hull by 3 and increase your max speed by one, with no adjustments.
Battleship Refit, -12 points, title, large ship only. Reduce your speed by 1 to a minimum of 1, and increase your total hull by 2.
Dreadnought Refit, -10 points, title, large ship only. Reduce your speed by 2 to a minimum of 1, and increase your dice pool in all arcs by 2 red dice.
Of course, most of these are probably overcosted, negative point values are hard to get right...

G-5 Grav Well projector, 8 points, experimental retrofit. During your activation, exhaust this card to place an objective token anywhere in the play area within distance 5. After the squadron phase, all squadrons within distance 5 of the objective token are moved by distance 1 towards the objective token. Then, discard the objective token.
Pretty wordy, but a way to break up squad balls.

Better a Grav Bubble Token. The objective token could be moved or even removed for score purposes. And you don't want that.
I don't like negative cost upgrades unless the point cost of something is really bad rated. But it is me.
Energy Consumption Module, 12 points, modification, Offensive retrofit. Discard this card to choose an enemy ship within distance 1-2. That ship can not refresh any exhausted upgrade cards during this status phase.
Still floating between exhaust and discard for this card.

Fair enough.
Pursuer Laser canon: an upgrade that allow you to shoot the same squadron instead of each other squadron you would attack normally.
No idea how to write that and maybe a bit excessive.
One last one, if we ever do get epic play.
Ship hangar, 30 points, double offensive retrofit, modification, epic play only, huge ship only. Before deployment, you may set aside one small ship with no upgrades. During your activation, deploy the set aside ship within distance one. That ship may not activate this round.
So, RLB, but with a ship instead of squads.
