Having said that, if they don't intend on the game ever being played outside of that scope that's fine. I don't feel any entitlement to an answer here.
It only came up because people in this thread brought up values outside of 100 and 200 on the nose.
FFG clearly intends that people will play games at other point values:
RRG, pg. 4:
'If players wish to play a smaller or larger game, they can agree on an army-point value of their choice.'
The two places in the rules that I see them mention a limit on unique units both seem to read the same way. The limit sure looks like it requires a full 100 points before it permits an additional unique unit. Take the number of points allowed, divide by 100 and drop anything to the right of the decimal point. That's how many unique units you get.
RRG, pg. 3:
'Each army can only include one unique unit for every 100 points. So, for a complete 200-point game, each army can include up to two unique units.'
RRG, pg 20:
'86.2 An army can only include one unique unit for every 100 points allowed in the army. Unique upgrades do not count toward this limit.'
My point was that if you are already having to agree on the point value of the game, you might as well agree on the number of unique upgrades that you want to play with.
