Palm Stunner and Stun Damage Clarifications

I have a few questions regarding the Palm Stunner item (Endless Vigil) and stun damage in general.

First, let me address the stun damage question. There appear to be three different "types" of stun damage. The first is the entry that says "Stun Setting" which indicates that the weapon only deals stun damage. This is a toggled ability that deals normal weapon damage as strain (less soak), correct? The second would be the "Stun Damage" entry which indicates the weapon only deals strain damage (less soak), correct? And finally, the third type would be the "Stun +x" setting that indicates an amount of damage dealt to the target's soak (no soak).

In the case of our Palm Stunner, it is the latter dealing 12 soak-free strain damage. In most cases, this seems like it would take out most NPCs, no? Finally, would it be possible to dual wield Palm Stunners? Doesn't seem possible by RAW since it doesn't use a combat check, but I think it would be reasonable to increase the difficulty of the Skulduggery check and pop someone twice.

There's Active and Passive.

If a GM wants to allow two weapon combat to be included in the check that's there call. Hardly game breaking imo, particularly since any Despair would be the user taking the damage instead...

Passive deals base weapon damage but is affected by soak?

Correct. Stun damage/setting is affected by soak, Stun # is not. Stun setting also reduces the weapon's range to short, unless stated otherwise.
