What's the deal with Otomo Courier?

I think many people overreacted to the OP. This is a very sensitive topic due to unfortunate historical circumstances, but I think there's no need to accuse anyone of sexisim in this relaxed context.

That being said, I think the guy who pointed out the Courtier bears a resemblance to Lucy Lawless was not off the mark - whether she's manly or not might be up to personal tastes but for mines she definetly is. :P

Imperial Cards, at least in early L5R, never exactly had the most flattering of depictions.

But it is an Otomo character card. And, really, I was worried that the Imperial Families would be entirely cut out of the fiction.

And, let's make no mistake, it is a pathetically underpowered card. It is a Doji Courtier without 1 less political power, an inability to engage in military conflicts and an extra flaw on top of that for the exact same cost.

There really isn't any good reason to use this card at all unless you are desperately looking for some political defensive points for a clan where all personalities have no political power at all (and nothing at this point has indicated that such is going to be the case).

I'll try to find a way to make use of it just because its my favored, often ignored faction... but I am sure any deck that tries to use neutral cards heavily is going to lose every single game because it will effectively be playing with the penalty of -1 power to every single personality in a conflict plus crippling flaws in the place of actual abilities. But, I'll at least try to use the card regardless whether the artwork depicts the woman I would most want to spend a naked night with.

Otaku Kamoko agrees with you! She wears that scar proudly and it emphasizes her being a kick-*** warrior.
