i.e Action : Remove one red target lock from your ship
Not that i can think of but it wouldn't work with Experimental Interface for instance as it wouldn't be an action from an upgrade card.
No reason at all they couldn't.
It would need a minor rules erratum (As an action a ship may perform an action on its pilot card, one of its upgrade cards, or one of its damage cards), but the intent would be obvious.

And technically it wouldn't work with PtL either as it is not an action bar action.

No reason you couldn't do it as your first action to trigger either card.

True but depending on what that Pilot action is you might want to use it after another action.
