But the empire and (soon) scum will both have double crew cards and rebels have none.

It's will be unique upgrade card for Havoc that let's you drop some light energy bombs "infinitely" I would imagine something like 1 to 2 dice where crits will be cancelled. There might be some recharge thing to flip the card for one turn. Dropping them will probably be "action" so there might be good chance that Experimental Interface will useful to get some free bombs out.

That's what I was saying .... I was quoting the person who was saying he was annoyed that the rebels are getting a rebel only double crew card while the other 2 expansions we're getting double cards that weren't faction specific.

With out reading anything here... My guess it works like a Scavenger Crane. Destroyed Ship, add a token, once per round remove a token to drop a bomb token. There's like 4 tokens in the Expac right?
