Yeah, I saw the Shijin and went with olde schoole. I don't remember any Emperor Ed. Crane decks besides "Shugenja Not in the Face!" and, yeah, that deck was meh.
But this guy wasn't talking about Emerald. Or at least, I don't think so.

I was talking about Emperor.
The impression I got from the initial starters were that two of the strongholds at most from each clan would get heavy support and the others were more for casual play. Looking at that and the later sets for Emperor Edition exploding Cranes look like they got the short end of the stick in favor of scouts.
