Does rebel captive work against Dengar's revenge shot?

I am a bit confused: Is his revenge shot "declaring an attack"?

Only if Dengar's revenge shot is the first shot against the ship with Rebel Captive...

Worth noting he receives the stress before he attacks, so things that care about stress like Expertise are turned off by Rebel Captive.
