Can I use the expert handling kinda like push the limit? Can I evade or lock etc. then use expert handeling to do a free barrel roll and since it is on my action bar receive no stress?

No. Notice how it has the " Action: " header? That means you have to spend an action to activate Expert Handling. So, during the Perform Action step, you spend your ONE action to do Expert Handling, which does two things:
- Grants a free barrel roll action
- Removes a target lock
Both of those things together constitute the "Expert Handling Action".

I'm pretty sure Experimental and Expert both give you stress. The only way to avoid stress from Expert handling if you don't already have barrel roll is vectored thrusters however that is a mod slot taken up. However like PTL and Experimental you can interrupt the card to do any other action card as long as you complete the action in the phase. Which allows you to say gonk up a shield, PTL to focus, then EI to gonk a shield to your ship, all in the same turn and end up with 2 stress tokens.

In the rare case where you have two EPTs (looking at you, A-Wings), you could use your base action for Expert Handling and then PTL for a second action off your action bar. Of course, you'll end up with two stress at the end; unless you've also equipped Vectored Thrusters, in which case you'll still end up with one from PTL.

OP stated barrel roll was on the action bar.

That has caused confusion before, but it's just a little rules quirk. You only get one action per turn, and they want to limit it in case you can take another action somehow. That way you can't take another barrel roll action. If it just said perform a barrel roll, then if you had a way to chain actions, you could conceivably barrel roll twice.
So your one action is consumed by Expert Handling, and since your action is now gone and they don't want you barrel rolling twice, it triggers a free barrel roll action instead of just a free barrel roll. So think of it like a mini action chain built into one card instead of 2+, and the actions in the chain are preset.
Just a funny thing about how it interacts with the rules.
