Do you need two copies for it to work? If not how do you know who is the attached character?

Well the attached character is the one the upgrade is on...

No you don't need 2 copies for it to work. Just 2 red characters- one with wingman on.

So as an example:

You have snap wexley with wingman, and a rebel commando.

When you activate the rebel commando you can also activate snap.
