Do we ignore the "after entering" effects on a starting location?

Do we ignore the "after entering" effects on a starting location?
I am asking because of EC Express scenario, which has a random starting location, many of which have "after entering" effects.

EDIT: i apologize, the ECE insrtruction sheet tells us to ignore it. So the question in general has not much significance any more.

No problem, it's quite easy to miss stuff in the excitement of discovering a new scenario. Most of the scenarios have a fixed starting location, which doesn't have any "after entering" effects. Rougarou is the only other scenario with a random starting location, and none of its possible starting locations have any "after entering" effects. So ECE is only scenario for which your question would be relevant, and I guess FFG wanted to clear it up in the instructions, because the case is so rare.

Note that one location in ECE has an after reveal (rather than after enter) effect. It is not ignored.
