If Youngster equips Crack shot and other pilots can use Youngsters EPT ability, if another ship uses the crack shot ability, wouldn't Youngster have to discard it on the first use? Or does his pilot ability give every other pilot a free crack shot use?

Yeah, Crack Shot has no interaction with Youngster's ability.
Yep, Youngster's ability only works with Rage, Marksmanship, Expose, Daredevil, Squad Leader, and Expert Handling. Most of those EPTs are old and bad, which is why I usually just give him Crack Shot and run him like a PS6 Black Squadron Pilot.
Rage and Expose certainly have uses, but you need to set up the squad right. I've been pondering Expert Handling because removing a TL if you BR might actually be useful across a swarm squad.

Rarely - typically if there's a list where removing that TL is vital, it'll come at higher PS than you have, and it'll be gone before you get another action - because on a TIE Swarm, it's probably ordnance related and you probably popped.
I see now that it has to be an ACTION based card. So then even in order for other ships to use it, they would have to trade their regular task bar action in order to do so, correct? I can't seem to imagine any scenario where that would be an advantage to trade for a focus or evade action.
Squad Leader on Youngster is actually interesting if you have a variety of PS in your squadron (not that you do) as it is essentially turning a UNIQUE upgrade into a universal one. If a higher PS ship doesn't need it's action it may be able to pass it off to a ship that does and that may even pass over a couple ships along the way.

Rage is a far easier reach than Marksmanship. Even if you got Marksmanship for "free" the advantage it has over just Focus is often negligible. Although it leaves you with Stress Rage gets you that Focus plus some rerolls.

I've played against a Youngster TIE swarm once or twice and he was always my first target for focus fire. Remove him and the potency of the list drops considerably.

That's the other difficulty with him - as with Howl, he's just a TIE, and he's just as easy to pop as every other TIE.
