Yep, attacks can only target hostile figures, or objects with health which can be attacked. (In the campaign attacking some objects maybe be allowed only for rebel figures or only for imperial figures.)
Sadly typos are common in FFG games right now. It probably means one of your own figures. You don't want to know how bad the typos are in netrunner right now.

Sure, using Emperor on your own figures is the primary use, but there is still no restriction, so if the situation arises, it can be used on hostile figures too. Like I said, there is no space on the card to have unnecessary restrictions, and it's pretty thematic for the Emperor to let opponents attack his own people.
Anybody else notice that Tempt doesn't say "may?" Someone is taking that hit and damage boost every round.
Hopefully we'll see Hondo Onaka & Cad Bane.

You need to choose a valid target if you can, but choosing a figure in your line of sight too far away and getting a miss due to insufficient accuracy is fine. But it's a fringe case, Emperor would very rarely be used to give hostile figures attacks, although a little more often in 4-player free-for-all.

But can you only do that if you're a ranged figure? Could you do that as a melee attacker?

Melee attack needs to choose an adjacent target, and melee with reach requires a target within 2 spaces and in line of sight. One must be chosen if able. If there are no valid targets, the attack is not performed.

I guess it was bound to happen, something about having the Emperor in a game of this scale just doesn't sit right with me (I have the same issue with him in X-Wing). I mean, I guess he has to keep most of his Sithy evil malarkey more or less on the DL, but I really feel like it cheapens the Emperor to have him show up in a campaign and be defeated (or "chased off") by a hypothetical group consisting of a gunslinging mercenary, a medical droid, a trooper and a quartermaster.
I get that a portion of games like these is fantasy and wish fulfillment, it's just...meh?

I get that it seems a little off (especially for people who haven't watched The Clone Wars) but to be honest, I'd rather have Palpatine sneaking around and hunting Rebels in small fights on Coruscant than running into the middle of a large battle in a bigger tabletop game.
I guess I just think he works better in something like this than, say, the Star Wars equivalent of a Rune Wars game.

I get your concern, but it isn't unheard of to see the Emperor in action. Check out the novel, Lord's of the Sith by Paul Kemp. It's actually pretty fun and has scenarios that are very reminiscent of IA. My general thought about this is - it's all in good fun. I think the Emperor will add flavor to the game, not distract.

Keep in mind, too, that the at this point in the game we're 10 waves in. It's likely that even if the Emperor shows up at some point , his presence will be diluted by legions of other units and villains throughout the campaign. The only way that I can really see Palpatine being abused is if an Imp player earns him as his only villain and spams him the entire campaign- but at that point, that's kind of on the Imp player, isn't it?

Even in that case there's always a narrative fix that you can apply as IP. For example, maybe the Emperor has been experimenting with reanimating the dead as he learned from Darth Plaegis which has left him slightly weakened and mortal during the current campaign and therefore more susceptible to defeat by a band of mischiefs. Or, maybe the artifact he seeks has corrupted his mind and has left him more vulnerable. I think FFG does a good job at story telling, but I'm never afraid to add my own flavor in order to provide a more cohesive story.
I wonder if this means the rest of the crew of the Ghost are not coming any time soon.

I actually thought it might make Rebels stuff even more likely, now.
With Ahsoka, Chop, and Hera all accounted for, we really only now have Ezra, Kanan, Sabine, and Zeb to fill out. I could see Ezra and Kanan actually being released in the same pack (like Hera and Chopper), meaning that's really only three more Ghost packs we'd need.
Yeah seems like a given now that the rest of the Rebels cast will be showing up in figure packs.

That might be a better model. A little something from the comics, a little something from the cartoons, a little something from a spinoff film. Picking popular stuff here and there.
That way, if someone doesn't like something (for instance, if someone outright hates Rebels) the wave won't be entirely a wash for them.
