Basically, deluxe sets are larger sets, and release less often. In the LCGs I currently play (Arkham Horror and Lord of the Rings), there's one deluxe box and six monthly packs per cycle. In those games, the monthly packs build upon themes in the deluxe box, but I think I've also heard people say that some LCGs treat the deluxe box and monthly packs separately (so, the deluxe boxes may not come out once every cycle, and may be disconnected from the monthly packs in terms of themes).
