Senator's Shuttle Mission Tournament

I don't think any of the rebel crew are vastly overpowered in this scenario, since the shuttle can't perform actions. The most broken combo I can think of is Leebo crew with Airen Cracken nearby for a boosting shuttle.

You could pair it with either operations specialistfor increased focus tokens if you're running a swarm, or chewbacca for straight up damage. Either way, the speed boost is immense with leebo.

Since the shuttle can't perform actions on its own, is the risk of allowing another ship to grant a free action (also -- Upsilon: Coordinate) acceptable, or is it better to outright state that the shuttle does not have a Perform Action step and cannot perform actions (free or otherwise)?

Any scenario-breaking Scum or Imperial crew? For a tournament, defenders need to be able to be from any faction.
