Panic token is an enemy unit effect. Terrain simply stops you unless it has a special effect annotated on its card (deadly for instance).
You don't take a panic token for colliding with any obstacle, you take panic tokens for either colliding with an enemy without using a charge modifier OR for colliding with terrain that has the Taxing keyword, like the Swamp.

You also take a panic token for charging and NOT colliding with an enemy.
