Was wondering if you use inertial dampners, the card says receive 1 stress token after use, if I have mindlink aswell does this mean my other ships don't receive stress as the card mindlink says when assigned stress not when you receive stress

Assign and receive are the same in this context. WHen you receive a stress token, you are assigned it, and vice versa.
