I wouldn't be surprised if it was coming in the Reanimate expansion. There is a face down music upgrade shown in that spread.
While I usually play games where FFG makes you buy the other faction expansions (SW Armada, Not that I don't mind that) This time around they seem to be providing upgrades for both sides. As we see with Wind Rune in both the Golems and Reanimate Archers.
Edit: Also Dispatch Runners and Fire Rune appear in the preview article under Undead faction pictures too when they announced the 6 expansions.

The face down card is Trumpets.
I don't think Triumphant Cry will be available in a Waqar pack for the Wave 1, Reanimates is the only pack with a neutral Music card.

supposedly neutral upgrades are available to every race without buying outside of their faction.
The parallel box might not have it (in this case, spearmen vs reanimates) sometimes but they should have access to it on their own somehow.

Reanimate Archer pack : 2 equipment cards (Tempered steel and Wind rune), 1 heraldry card (Terrifying heraldry) and 2 Training cards (Close Quarters Targeting and Combat ingenuity)
Command pack : 2 Artefact cards (both neutrals, one is named "Fortune dice"and do something with melee and ranged attack and need to be exhaust), 2 Training Cards (neutral both of them), 4 champions cards (Waquar only.Executionner and an other one "heroes of something..." who add a Artifact symbol to the unite and do something else), 4 Music cards (waqar only), and 4 heraldry cards (one neutral and 3 waqar only)
Carrion Lancer pack : 1 Equipment card (Fire rune), 4 Heavy cards (2x Support Carrion Lancer, and an other one who do something on melee attack, there is an other face down but i think it's the second one too, so each of them x2) and 3 training cards (all netrals. One of them is Moment of Inspiration)
Ankaur Maro : 2 Champion cards (waqar only. one of them is an infantry upgrade and it's a skill). Then it's funny : FFG pics 2 Unique cards and 2 Artefact cards but the Edge pics it's 3 Unique cards and 1 Artefact. So don't know much.
Reanimate pack : 2 Training cards (one waqar only and one neutral), 1 music cards (Trumpets which is neutral), 1 Champion card (Dispatch runner. Neutral) and 1 Heraldry card (neutral)
So like you see, there is only one neutral music card among Waqar packs and it's Trumpets (Reanimate pack)
But if some of these pics made by FFG and Edge are mistakes... well who knows ?

I was all "How does he know if the cards are neutral or faction specific?" and then I realized the the color of the back of the card is different.

But i checked the Hawthorne pack too : same thing : 3 Uniqes and 1 Artifact for Edge and 2 Uniques and 2 Artifacts for FFG. I think FFG ones are the good ones. It will be more logical to get one champion infantry upgrade and one cavalry upgrade.
Just thought of a rather dirty loophole...
FFG hasnt posted anything saying it but in many interviews they said they wanted to keep it faction-contained so you didnt have to buy out of faction for a card.
Nothing says they cant introduce a card in one faction only for a wave or two and THEN release it for all factions . Hope they dont pull that crap....

I totally expect them to pull that crap. Releasing a greater variety of upgrades during early waves makes the gameplay more varied as well. Some people won't be able to wait for those new upgrades and will buy out-of-faction for it, so FFG makes more money in the short term, while those who wait will still buy the reprinted one later.
But my hope was that they would still try to release "essential" upgrade cards with the units that need them. If Triumphant Cry really is great on a 4x3 formation of reanimates, then they've dropped the ball if it isn't found in the next few Waiqar expansions. But I think they're still doing a decent job. Putting Wind Rune in both the Rune Golems and Reanimate Archers expansions was a great move. Putting Fire Rune in both the Carrion Lancers and Oathsworn Cavalry expansions was also excellent. The distribution may not be just the way we want it, but it seems like an effort is being made to give all factions all options.
Also, I think there is a face-down neutral music upgrade in the Waiqar Infantry Command Unit Upgrade Expansion, so it may be that we'll see Triumphant Cry there. No need for us to give a "Despondent Cry" until we know the contents of each of the announced products for sure.

On the Edge pic's music cards upgrade are all waqar only, but it's always possible that changes was made.
I would tend to be agree with Budgernaut, i think every neutral upgrades will be available to every faction but not at the same time.

It's possible to do that and have nobody catch you, but if you do get caught, you'll be disqualified.

Yep, it is also worth noting FFG screws up their pictures, A LOT, with either old or outdated material, cards that were renamed in one picture not the next, different text in the photo than the card close up, etc. So the wrong back is equally possible as well.

So true! I'm surprised some X-Wing vets didn't point this out earlier.
With the exception of items revealed in an article, until someone unboxes a set, consider all tokens and cards shown in product shots to be "something along these lines."
Oh how the Xwing/Armada community would appreciate this effort.....
Looks like every category of card has a neutral option in the command pack, so I would just set down that pitch forks until the full reveal, take this time to sharpen them maybe?
Hopefully we will see an answer in a couple of weeks.
