No.
The rules say that when you Marshal a card, you pay the cost from your gold pool . The gold on Joffrey is not in your gold pool, so it doesn't count toward toward total income, cannot be spent to Marshal cards, nor does it count as 1 STR during Dominance. On the bright side, since it isn't in your gold pool, it isn't cleared away during Taxation, either.
Compare Joffrey to CS-Tywin, who has text specifically saying "you can spend gold on Tywin as if it were in your gold pool." So that gold you could spend - although it still doesn't count toward Dominance, total income, or Taxation clearing.

can i spend it on charactars abilities like Bronns or Cerseis???
or do this gold must come from the goldpool aswell.?
is the Gold on Joffrey really a Gold Token or just a Token to show the Str bonus!!
Straight out of the Core Set Rulebook:
"Gold must always be paid from your gold pool, unless you are instructed otherwise by a card effect."
So the gold on Joffrey cannot be used to pay for anything: Marshalling cards, paying for effects/abilities, nothing. Only gold in your gold pool can be spent. Unless, of course, they come up with a card that says you can spend gold tokens on characters as if it were in your gold pool.
Now, the gold on Joffrey is still a gold token in the sense that physically, that's what it is. It's just not available for you to spend on anything.

I think he means if they wrote a card like:
Iron Bank of Braavos
2 Cost Neutral Location
Gold tokens on a character may be spent as if it were part of it's controllers gold pool. (refer to Ktom for templating)
At the beginning of standing phase each player most move all tokens in their gold pool to a character in play.
The Iron Bank will have it's due. (or however the quote reads)
the example wasn't for ktom but just an illustration of the type of language that ktom was referencing as it already exists in the environment.
That is an example of a card that can spend gold tokens on itself. I think Luke and ktom were getting at the idea of a card that would generically allow you to spend gold on characters (as the only way to spend the gold tokens on cards like Kings of the Sea Joffrey or Knights of the Sun which tell you to put gold tokens on themselves but do not allow you to spend it).

QFT, at least on my account. I was making that assumption on ktom's behalf as well. But yes, Mike, I assumed if he had access to KotS Joff, that he had seen CS Tywin and without contravening text the rule held. Either card specific or creating a global condition.
