Just a quick rules question.
With the update to Biggs, if I choose to shoot proton rockets, and Biggs is at range 2, I don't have to shoot him right?

Correct, because he is not a legal target
Right. You choose your weapon, then you identify legal targets. Biggs ability only procs if he is a legal target.
