Defensive: If you did not roll a block, add +1 block to your defense results.
If the Grand Inquisitor rolls a block but it's removed with tough luck or heightened reflexes, does he get to trigger defensive or not? I say no because he rolled a block technically. What if he rolls a block and rerolls into a blank? He rolled a block, but not on his latest roll
Defensive after dice is removed
When you reroll, the old results disappear as-if they never existed. Any previous result should not be considered for Defensive.
Tough Luck's "remove that die's results from the results" seems to manipulate the symbols in the attack/defense pool and not the die itself, and thus gives the following literal interpretation:
Tough Luck is resolved during step 3. Assume that the rerolled die added a block to defense results, then Tough Luck removes the results. Defensive is resolved during step 4. If the die added a block to defense results, Defensive does not trigger, whether Tough Luck was used or not.
Blocks can be added from other abilities than defense die, and Defensive only concerns itself with symbols provided by the defense die, so, without ruling to the contrary, I would say Defensive looks at the symbols rolled.
I would argue that since that die's result was removed, then it was not rolled. Especially since you said defensive is checked after tough luck. If it was checked before, I'd agree it would not trigger.
Rules query to FFG?
Going back and forth with my opinion for my post above, my literal computer-minded interpretation is that Tough Luck: "remove that die's results from the results" is a short-hand for:
Blank rolled on that die: "remove a blank from the defense results"
Evade rolled on that die: "remove an evade from the defense results"
Block rolled on that die: "remove a block from the defense results"
Block+Evade rolled on that die: "remove a block and an evade from the defense results"
Dodge rolled on that die: "remove a dodge from the defense results"
Two blocks rolled on that die: "remove two blocks from the defense results"
Three blocks rolled on that die: "remove three blocks from the defense results"
Tough Luck never affects the defense die. It affects the symbols in the attack/defense pool.
Thus, whether Tough Luck is used or not, Defensive works in the same way, because it only looks at the symbols rolled, not the symbols that were added (Sentinel / Protector) or removed (Tough Luck, Weakened) due to other abilities.
Abilities that remove a defense die before it is rolled would affect Defensive.
However, I admit that there isn't a good wording that would remove a die's effects after it has been rolled. It is probably why the wording removes dice results and not the die - otherwise you would argue that the die has already added its results and thus removing the die would do nothing to the attack results. I'm not certain if that argument has been made during development, but I would not be surprised if the were the reason for the wording.
I think that the literal interpretation of removing the symbols and not affecting Defensive would align very well with the thematics of Tough Luck.
