Recovering strain vs. damage

MHD-19's Bacta Radiator class card heals one strain plus one damage to nearby heroes. If a hero only has two strain and no damage, would that card effect allow her to recover two strain?

I understand from the Rules that heroes can recover damage in lieu of strain if an effect allows them to recover more strain than they currently carry. So I am asking if the reverse is allowed, as in the example above.

No. The rule only works one way. If it worked both ways, the section on Recover would say so.

Correct. When recovering strain, heroes recover damage for each strain they cannot recover.

When a figure recovers damage, the figure removes damage tokens according to the recover value.

Additionally, to clarify something similar on my mind:

If an ability says to "remove 1 strain" from a hero, would that heal one damage if the hero had no strain to remove?

My gut says no, as it doesn't say "recover 1 strain", but I'd be interested to know the answer

No, only recover strain will recover damage for each strain not recovered. Removing strain tokens is not recovering strain and cannot thus recover damage.

Figurehead has the same restriction explicitly stated by only allowing to choose heroes with strain.

in "the hero part", what card is that from and how do you get it to pop up like that?i thought this was imperial assault, am i mistaken?

Murne Rin's Rebel Propaganda allows her to discard strain tokens from another hero's hero sheet. It only allows to discard strain tokens, it does not allow to recover strain (and thus not allow to recover damage if there is no strain).

(Note: there are two game modes: Campaign and Skirmish. In campaign mode the rebel players control heroes that have hero sheets and class cards, in skirmish there are only figures with deployment cards.)
