If it works this way, you can't have 2 holdings on the same province and you can't have characters coming in it either.
So, you have +2 defense to a province which only use would be the Province card. This Province card would have to be very strong with an action usable out of conflict to be worth the trade-off, since if it's not, I can avoid it until the end (remember, you only have to destroy 3 of the 4 provinces to be able to attack the stronghold - and you can't bring the holding to the stronhold).
Maybe those very strong provinces exist, but we what we have seen until now, I didn't see them.
But maybe I've missed something that would make that card worth it.
I notice that the Borderlands Fortifications' action doesn't specify a phase. Presumably, I can wait for you to attack, then use its action to move it to a province you're attacking, or wait for you to attack its province, then swap it with another holding that's even bigger.

Maybe you were dueling for selfish reasons, most duels are for selfish reasons. Inflating yourself and acting out of accordance with your Daiymo might be glorious but it is not dutiful and is not honorable. Honorable actions can also be quite dishonorable. Hence be paradox that is the Scorpion. Dueling is inherently selfish...

Your opponent attacks the face down card.
With your first action you swap the crab holding and the face down card, gaining +2PS.
Your opponent bounces off.

It can always be in the province your opponent is attacking (or at least one of them each turn depending on limits on actions) so it's a nice defensive buff.

That's not most duels. And also is completely contigent on the armies agreeing to do that (Aka the Daiymo). Any duel that someone enters in to without permission of their Daiymo would in some sense be dishonorable. That's just how Samurai work.
Most duels in the history of Rokugan occur without consent of the participants masters and over completely selfish and egoistic reasons. If they didn't there wouldn't hardly ever be any dueling. In a hundred years of rokugani history if all duels followed proper etiquette there would have probably been less than 100 duels.
Looking at Staging Ground, now that we "know" how holdings work, I can see the advantage for Lion swarm. By sacrificing 1 open province you gain the ability to buy an additional character every turn. Will likely be a 2 of in most Lion decks.

I highly doubt Holdings will prevent future dynasty cards from being placed on them. People seem to point to the statement "While holdings can provide boosts, it is important to note that the more holdings you include in a deck, the less characters will be placed on provinces, limiting your options during the dynasty phase." without realizing that "in a deck" segment just means the percentage of a deck composition. If you include 10 holdings in your deck, that only leaves 20-30 other slots for characters (pending on minimum deck size).
Personal, good, cool, honorable skill of the duelist in question is on their card. Anything you add using Honor Dial is going beyond that, playing dirty. Want to be dutiful duelist? Keep your skill high, and bid only the minimum needed to win. You *can't* win? Bid 1 and lose honorably by bowing out of the hopeless duel, accepting the superiority of your foe.

Plot twist: "As you wish" guy us actually a ninja (Dread Ninja Goju, specifically); no true lion would have stopped to offer a duel when he could steamroll his opponent with tactics.
(Also, ashigaru don't have blood feuds. They exist purely for the will of the Samurai caste.)

I don't understand the templace and I'm skeptical that the trade-off is worth it, but that's something we'll have to test and see when we'll be able to play.
