Saved Turrets optional?

As the title says. Could I declare I am not using Slaves Turrets in order to perform 2 attacks?

RAI say me no but RAW say yes as upgrade effects resolution are optional.

I am pretty sure I am missing something. It happens with Motti too. I am not sure he was optional.

Except Slaved Turrets say "cannot", so isn't optional.
