In some games with bidding you can't discuss your bid at all before revealing it, and in some you also can't make it seem like your bid choice is random. Doing these sorts of things is a form of mind screw in a game where the goal is to read and anticipate your opponent.

If I say on turn 1, "Let's both bid 4!" before I even pick up my dial, I'm messing with my opponent and attempting to throw off his/her strategy. Especially if I then bid 4, and then the next turn I lie about my upcoming bid.

There may be some rules specifying you can't discuss it, mainly to avoid additional friction between players. Besides the mind games, there is no reason you couldn't discuss it, but there is also no reason to discuss it.
