Oberyn and Teen have similar abilities, but Tyene's seems to be significantly better. It takes effect before combat is resolved and it works overtime instead of just losses. The only advantage to Oberyn's seems to be that you get tho choose who loses half the power, but that doesn't measure up. I could see them being more balanced if Oberyn also gets to take a hostage.
