Please forgive my laziness, but would someone mind explaining how faction splashing works in AGOT?

Maybe you're thinking about A:NR.
In AGOT you pick a primary faction, and each deck can pick an agenda. One of the choices for agenda is to allow out of faction cards, with a minimum of X number.
This doesn't seem to be the system that L5R is going towards though.
In Agot you can 'banner' a house which i believe is a minimum of 15 cards. In Netrunner every identity has two stats deck size and influence. When they go 'out of house' every card printed has an influence bar, which takes up available influence if a card goes out of faction. There are a few neutrals that cost influence but they tend to be pretty strong so makes sense.
Theory hammering it out, it seems that the bamboo shoots could be cards that can be splashed into other clans with the strongholds shown have 10 bamboo/influence. Cards with bamboo on the bottom (blackmail) seem to have 3 which means each copy of the card in your deck takes up 3. That is using Netrunner influence as a model.
Edited by cerealkiller195In aGoT, you have a "house card", kinda like a SH, but it only indicates your faction, no cool effects or anything. There are also "banner cards", which allow, and if you run them ususally require you to, splash in another faction, as indicated by that banner.
What it looks like L5R will be using is closer to Netrunner's influence system. Your card that indicates faction, in L5R's case Strongholds, will have a certain amount of "influence" or some other name. Some cards will have a certain amount of "influence" cost. You can't run more cards with a total "influence" than your SH would allow. If a card lacks an "influence" cost, it can not be run out of faction.
The loyal keyword from AGOT may fit into this as well, loyal characters/cards can not be slashed regardless.
So far we have not seen any dinasty card with bamboo icons, I think. Which would limit out of clan characters to neutral dinasty ones or conflict characters.

This is true. Current assumption is that Influence (Bamboo) is limited to Conflict cards as those are the ones referenced in the Product Page article. Both of the previewed Strongholds have 10 Bamboo/Influence and the Conflict cards range from 1-3 Bamboo pips meaning that an average of 5 out of clan cards per Conflict deck is to be expected as of now.
It's likely to be more like Netrunner, where you get a number of points to spend on out-of-faction cards for your deck. Different cards costs different amounts of points, with obviously the better cards to splash meant to cost more points. They also use this system to balance cards that are too good, by making them cost extra points on top of what's shown on their cards.
