It's tier 2 or 1.5 maybe.

A lot of things can hold their own against 2-3 Y-Wings and it's pretty easy to get the list down to that.

Kylo RAC can instantly turn the list into a 3 ship build.

Lone Wolf Rey Dash is a good sponge.

TLT Miranda outcancers TLT Y-Wings.

Bossk Ketsu can just kill a Y-Wing outright.

Parattanni beats it. Fenn has autothrusters and mobility, Asajj has mobility and is a huge sponge, Manaroo/whatever other 3rd ship you use can deal some damage.

Most lists that you see now have a good chance against it. If the quad TLT player has the advantage, it's probably not insurmountable.

I would suggest trying 3 scum Ys with TLT, unhinged astromech and vectored thrusters and then a base quadjumper with patter analyzer and space tug tractor array.

The TLTs are less easy to fly than Unhinged ones and the HWK is a challenge on its own, but they are far more lethal having every shot modified and Torkil introduces the ability to PS-kill someone. The list is more enjoyable as it has shenanigans. No idea if it is better, though.
