okay tell me if i have got this wrong but to become a legionnaire you "swap" that exp sheet with the conscript one. does this mean a penal legionnaire can never learn basic weapon training (SP) if he picked basic weapon traing (prim) at charecter creation ?? (same for pistols)

Actually, he can, but he has to take it as an Elite Advance with a premium of 50 XP to the normal cost. Radical's Handbook, right? Look on page 41 under "Elite Advances from Missed Career Ranks".

Actually that kind of makes sense. If he grew upon primitive world theguard would only have have taught him the basics, i.e. how to use a las gun so he would have to have to have gone out of his way to learn SP.

It should be noted the errata puts all the starting skills and talents as allowed advancements for the base careers. So anything a character misses for doing an alternate starting career is just a +50xp elite advance. XP costs are in th errata.
