What happens if a ship bumps another ship head on who has Snap Shot? Does Snap Shot fire? You can't attack a ship you are touching so there lies my confusion.

Think you answered your own question there. Can't shoot a ship you're touching.

Some ships can make the Snap Shot attack, but as you noted most cannot as they don't have an exception allowing them to attack a ship they are touching.

Some meaning just Arvel (as of right now)

I think Zeb crew(?) allows touching ships to shoot at each others?

Only during the Combat Phase.

would be better if he had an EPT before test pilot so you can add juke on it. Seriously no EPT means you can take the value down 5 points.

I can tell you what Snap Shot is: Utterly frustrating when you want to Quadjumper properly.
