Out of these 3, Attani Scouts seem to be the best rounded list. MiranDash direly needs Sabine (I'd recommend going with the Homing Missile loadout at this pointlevel, no good way of fitting a bombing Miranda with EU on Dash).

The other list is probably weaker than 4 TLTs, but it has some merit as you can counter Autothrusting aces with the mines. Over all wouldn't recommend it if you want to do really well.

Yes, though at PS8 Guidance Chips offer you more flexibility and roughly the same damage, sometimes even better.
