For casual games I have no problem with playing with unpainted models. I'm going to do my best to be fully painted before I play in any events though.

But Runewars to me is more of an actual game (a ruleset that couldn't be described as being looser than a wizard's sleeve, goes a long way towards this), and so I feel that unpainted is more acceptable.
That's because 40k was a terrible game and had a weak, non-tournament worthy ruleset so GW HAD to market it as a hobby. That and they wanted to kill resale value on 2nd hand market and what better way to do that than encourage people to slap thick globs of paint on their minis.

As someone who ebay salvaged most of his Tau, this is pretty spot on.
I purchased like 12 crisis suits from someone on ebay for around 2USD each. They looked like hot garbage, i swear he painted them in Greenstuff as not even a month long soak in the Green Sea took any of it off. I literally CUT the paint off of them lol. Was a ton of work but you cant even tell they were salvages now for the most part and they were dirt cheap.
Also miniature gaming as a whole has terrible resale value. Everyone wants their army to match, which is understandable, so any painted fig that doesnt match has very little value to them because they have to repaint it. FFG isnt helping either because majority of purchases are decided by the cards not the model inside lol.
And yes, 40k rules are a complete mess. Even in a casual setting ive never had a game where you didnt bicker over rule interpretation. Tournies have to release their own FAQ to solve most of the problems, and even then theres tons of issues.
I think with this game FFG learned their lesson on the cards. It'll need to be borne out with evidence, but neutrals being duplicated throughout the faction boxes means you won't be buying out of faction. That said, I'll still need to buy expansions I might not need (aka another spearman pack) but that'll be minimal compared to how many I duplicates have bought for X-Wing.

In most cases I won't put a figure on the table unless it is painted. Painted toy soldiers and terrain are what I'm in this hobby for and I've got too little game time to waste my time gaming with less. I also like to think (possibly eroneously) that seeing my painted army and -if they're interested- hearing how easy it was to paint can help encourage others to paint their armies.
At our club we don't put a figure on the table unless it is painted, but we try to always have enough painted figs to share with newbies or those who just don't have painted figs for the game we are playing. For my review of the game my buddy and I made an exception however and played with the figures strait from the box:

The chance to review an un-released game was too good to pass up. However, I'm a bit over halfway through painting my 2 cores of Daqan and I don't think I'll be playing with them again until they're finished. Might make an exception if they're mostly done.
Like you, I'm going to try and stick to the policy of not buying anything until what I have is painted. It's never worked for other games I've played, but runewars units aren't huge compared to other games, and they seem to be made to paint up really fast. The pace of release seems to be moderate too, so I look forward to having time to buying a unit (or two), painting it, and seeing how it plays before new units are released. Helps that I'm limiting myself to one faction.

A note about the vagaries of Simple Green. A couple of years back they removed "2-butox-ethanol" from the formula and it doesn't strip paint, superglue or greenstuff nearly as well as it used to. "Purple Power" still has the chemical, is just as safe for plastic, is cheaper than Simple Green and can be found at virtually any auto parts store. You should wear gloves as it will seriously dry out your skin, but it's not much more toxic than Green.
I've stripped hundreds (not an exageration) of figures with it and it's a wonder. I buy it by the 2.5 gallon jug.

when did that happen? The models i mentioned was over 6 years ago but i did notice it wasnt doing jack squat lately.
I switched to some piss-yellow stuff called Greased Lightning....i forget where i heard it being a better alternative to Simple Green but i tried it and yeah its awesome stuff. Granted, i havent tried it with anything other than 40k plastic, not sure if i trust PVC plastic soaking in that stuff.

They removed it in 2013.
I've used Purple on PVC and it's just fine.
PVC is fairly tough stuff. I even used acetone on to remove the paint from a prepainted figure. As long as I rinsed the Acetone off quickly as the paint came off, the PVC survived just fine. Leave PVC in an acetone bath and it will melt eventually though.
