If a blessing fails, is it still subject to recharge?

On page 32 of ToB it says:

If the Invocation check fails, the blessing is not successfully invoked. The character loses one (1) favour, regardless of the listed favour required for the blessing.

That indicate that a failed blessing, is not subjected to the full recharge cost. And on page 31 it says that a succesfully invoking the blessing, the character must provide enough favour to fuel the the blessing`s effect.

Blessings and spells are still action cards. Action cards don't gain recharge tokens unless successful.
