As someone from KC (where the first Worlds winner is from) I asked Jonathan Reinig about it recently at an Armada event at his store. He said that they are still working on it, and it will take some time.

Since there has only been 2 Armada Worlds winners, well, don't expect anything soon.

Some other people have previously mentioned that it can take a few releases between the winner being chosen and the card coming out. It needs to be tested for a few waves both on shelves and coming soon, then they need appropriate card art and to determine if it should be used with a named character and if it should be faction specific, then then it needs to be packed with an appropriate ship. So basically, it's going through the whole system from initial planning to release which can take anywhere from a few months to a few years.

there have been worlds in 15 and 16, so I wondered if I missed something. thx emmjay, the reference to jonathan definitly answers my question!

Of course, JJ will have more pertinent information, but If we look at X-Wing as the Precedence, then they are usually able to after a short moratorium period - and recently, its also accompanied by an article on "why"
