When SoR will be available for tournament?
Your TO will tell you.
I believe the official date is 14 days after the release date. But for non-premier events, just your local store events, that will be up to stores. Most likely stores will let you use them as soon as they start selling them.
We already ran one and plan on doing one more before the set releases.
Granted most people only have between 3-20ish packs of stuff so the decks didn't change too much, but it was fun.

Hi, is there anywhere this is posted by FFG? Not the release date, but the tournament legality date. Thanks!

For Relaxed and Formal events, all product is legal in North America upon the product's official release. For Premier events, all product is legal in North America 11 days—typically the second Monday—after the product's official release.
Considering there are no official FFG events other then Worlds right now, the answer really is whenever the TO says it's cool.
