You can never perform the same action more than once in a round.
If Recon Specialist were an Action: header card that said "Assign two Focus Tokens to this ship" you could do that and then Push the Limit to take a regular Focus action and get three Focus Tokens and a stress, but since Recon Specialist just changes what happens when you take a Focus action, you're still limited by the No Taking the Same Action More Than Once In a Round rule.
