While it may be true, rolling Threat might mean they "learn" that Rebels can operate openly. This might lead them to be less discreet than they should, as in reality, there are still plenty of spies and loyalists, and the Empire still has pretty firm control.

I should pull this one on my players. Imagine if there was an Inquisitor or two hanging around as well, having set up the bad information that the Rebels can operate more openly than in actuality....Good way to use that Force Sensitive Scholar and get them really involved in the game.
