Outmaneuver doesn't mention primary arc, so any firing arc would work.
Very few "in arc" effects specify a kind of arc, unless it calls out "Primary" "Auxiliary" "Special" or "Mobile" firing arc, it works in all of them.
@VanorDM and @Vineheart01 (and @Parravon in the other thread) are correct. Also, since you mentioned a second target, Outmaneuver is not limited to once per round, it will trigger on each attack (that's in arc and you're out of their arc).
