So, you can use squad storm if your group costs add up to 15 or less. My question is whether targeting computer is counted for that cost. The example is two eJets add up to 14, but if they each have targeting computer can you still use squad storm?

We played that you could. Even though you score those attachments after you defeat the group, we didn't think the attachments counted for the group cost.

Squad Swarm?

Skirmish Upgrade attachments do not affect the group's cost, and they have always been scored separately.

A: No. The attachment is simply scored simultaneously when the group to which it is attached is defeated. Any effects that refer to a group's deployment cost do not take the cost of an attached Skirmish Upgrade into account.
