Can a ship crewed by Rey take a banked focus and use it when stressed?

A ship can't perform actions while stressed, but being stressed doesn't stop a ship from spending a token.

With Rey, that token must have been assigned to the ship at the start of the Combat phase. If it's still on the crew card, it can't be used.

Start of Combat, Ahsoka (stressed or not) may take one focus token from Rey then spend it on Ahsoka's ability.

Yes it can be moved. It's not an Action: to move the Focus token to or from Rey's card. So at the Start of the End Phase you may move one Focus token to the card, and/or at the Start of the Combat phase you may assign one Focus token from Rey's card to the ship. Neither of these events are an Action: so they do not care if the ship is stressed or not.

Ahsoka's pilot ability also triggers at the Start of the Combat Phase, and as the owning player you may decide which order these occur in. So at the start of the Combat Phase, you may move one previously banked Focus token from Rey's card and assign it to the ship she is crewed on (presuming Ahsoka), and then Ahsoka may spend it to trigger a free action in a friendly ship at Range 1. However, if Ahsoka is stressed, she cannot trigger it on herself as being stresssed prevents even free actions from happening.
