i'm pretty sure the card says you discard this card and claim the reward after the rebels resolve any other side mission or w/e.
The Rebels have to choose what side mission they're playing (typically from the two drawn from the deck, plus any agenda side missions if purchased), should they choose Means of Production Vipers Den will still be available to choose the next time you come to a side mission slot.
If they don't take Means of Production the Imperial gets the reward after the chosen side mission is completed.
Mission selection is generally done after the Imperial upgrade stage is complete, so the Rebels should be aware of the purchase before they have to decide.
Ah I get it.
So they can risk doing means of production to win and stop Imp getting the reward.
RRG, page 17:
ยท During each Mission Stage, the heroes choose one active
mission to resolve.
-- The campaign log lists the type of active mission the heroes
can choose during each Mission Phase. For example, if it
says "Story Mission" the heroes must choose an active Story
Mission to resolve. There is often only one active Story Mission
at a time.
-- Active missions that are not chosen are saved between
sessions and remain active until resolved.
Means of Production is an agenda side mission, so when purchased it is a third alternative for the rebels. (Only forced agenda missions are played immediately when purchased - Wanted and Impounded.)

three side missions should have been drawn. vipers den, another one, and your means of production side mission. the rebels must choose which mission to go on.
if they choose any other mission other than means of production, you claim the reward.
It is important to note that the Mission Stage occurs before the Imperial Upgrade Stage. Therefore, if the next mission is a side mission, the Rebels choose the next mission before the Imperial Player can add an agenda side mission to the list of active side missions.

The rebels choose the mission to play when it is time to play a mission, at the start of the Mission Stage.
If you have just played a Story Mission, there will be at least 2 active side missions, and potentially agenda side missions. The Rebel Upgrade stage is next, then the Imperial Upgrade stage, during which the IP can purchase another agenda side mission or two....
Unless a forced mission was purchased, you move to the next line in the campaign log, look at the type of mission, and the rebels choose one mission of that type from the active missions. You then play that mission, then resolve any active agenda side missions (give their rewards and discard), and proceed to the upgrade stages again.

Assuming I understand correctly, it sounds like during the Mission Stage, the Rebel players chose from the side mission options and selected Vipers Den. Then the Imperial player purchased Means of Production during the Imperial Upgrade Stage.
What happens next is that Means of Production is added to the list of active missions, you resolve Vipers Den, and then the next time you perform the Mission Stage where a Side Mission is next, Means of Production can be selected by the Rebels. If they choose not to resolve Means of Production, the reward Imperial Industry is gained by the Imperial Player after the selected Side Mission is resolved.
Also remember to draw a replacement side mission each time you have resolved a non-agenda side mission.
