Hello! i would need an official word on this..
-Manual for Reaper expansion says that "The Grim Reaper will not cross the Portal of Power, as he is
already present in the Inner Region".
-FAQ1.0 clarify that the reaper cannot enter the inner region by teleporting (roll 5 "there has been a mistake" event)
-If you use the alternate ending Dance Macabre, the player on the Crown of Command space must send the Reaper on other players.

what if all players are in the inner region?

I have ask the same question to John Goodenough.

If a player use the reaper with the Danse Macabre ending, and he send the reaper to a other player, can that other player( if he rolls a 6-1=5) send the reaper back to the player who is standing at the end in the Inner space. (Does the ending overides the rule that the reaper cannot go into the inner region)

A: The Reaper can never be moved into the Inner Region even with the "There has been a mistake" result.

So, it looks like that the reaper can not go into the inner region, even with the Danse Macabre ending. ( otherwise John would mention it)
